【明報專訊】THE exposure of Chief Executive Donald Tsang Yam-kuen's acceptance of hospitality from tycoons has aroused strong repercussions in the civil service. Judging by media reports and Tsang's explanations, as well as the regulations governing civil servants and politically appointed officials with respect to the acceptance of advantage, there is prima facie evidence that Tsang is involved in conflicts of interest. Tsang has admitted accepting tycoons' offers of yacht rides and private jet rides. Other public officials, if found to have done the same, will be regarded as having accepted undue advantage; and civil servants, if found to have done the same, will either be subject to disciplinary punishment or, more seriously, be dismissed from service or even prosecuted. Tsang's severity towards others and leniency towards himself constitutes a double standard, which is the main reason why civil servants are so angry.
