【明報專訊】Under the 12th Five-Year Plan, indoor smoking would have been totally banned on the mainland in early January, 2011. However, as of January 9, no concrete action had been taken to enforce the ban, which is widely violated on the mainland. Even officials defied it. Attendees at a national hygiene conference held on January 6 were found smoking in the waiting room despite the ban. Restaurants and hotel lobbies remained smoky. The Ministry of Health (衛生部) and the State Administration of Traditional Chinese Medicine (國家中醫藥管理局) have jointly demanded that smoking be strictly banned at all medical facilities. However, people are pessimistic about its enforcement.
