【明報專訊】In 2004, when Leung was still a civil servant, the government sold Hunghom Peninsula (紅灣半島), an unused HOS development, to New World Development for less than a half of the original price. In 2008, Leung was appointed Deputy Managing Director and Executive Director of NWCL. There were suspicions that there was a conflict of interest and the developer had offered him the job in return for what he had done in respect of the disposal of the development.
