Editorial:LegCo Polls Shall Reshape HK's Political Culture on the Basis of Integrity and Diversity

【明報專訊】IN the Legislative Council (LegCo) General Election next month, 154 candidates have signed up to vie for its 90 seats. All of the seats will be contested — even some functional constituency seats that have long been returned uncontested. Some suspect that the arrangement is a deliberate set-up of ''also-rans'', while some think that ultimately, an election with competition is better than one that has none. The election's actual level of competitiveness this time will be revealed naturally after the launch of electioneering campaigns. This will be the first LegCo election since the reform of the electoral system to fulfil the Central Government's enactment of the ''patriots governing Hong Kong'' resolution. The traditional pan-democratic parties will be absent, and those who run in the name of the non-establishment camp were mostly regarded as moderate centrists before. Now that political struggles are no longer the main theme of the election, the rules of the game will change. Certainly, the emergence of new faces will gradually bring about new campaign issues, political discourses or even new alliances. The upcoming election shall reshape the city's political culture and condition, with the indispensable factors of good governance, reflection of diverse opinions and safeguarded integrity and justice constituting as the core of the new political culture.
