Editorial : Lack of progress in oversight of residential care homes

【明報專訊】A 14-year-old boy with autism and moderate intellectual disability fell to his death at Bridge of Rehabilitation, a private care facility. The Coroner's Court has ruled that his death was accidental. There is a serious shortage of residential care services in Hong Kong, and these services vary widely in quality. The incident has once again laid bare the failure of the government to play a proper gatekeeping role, as the laws and regulations are inadequate, and inspections made by government departments are sloppy.
