【明報專訊】THE GOVERNMENT has undergone a reshuffle of its politically accountable cadre. Of the thirteen policy bureaux, five have now a new secretary. But such a change, which cannot be said to be modest, has failed to bring about a departure from the old ways. Politically speaking, it hardly wins the government any popularity. And the policies remain as they have been. Even if the new appointees might have new leadership styles, it will be hard for them to bring about a freshness if they will only execute the old policies.
