【明報專訊】OVER the past few days, the Hong Kong Observatory has issued Amber and even Red rainstorm signals in succession, with some regions in the New Territories affected by flooding. According to people living in some Northern New Territories villages, the floods bore down on their villages menacingly, something that was seldom seen over the past 20 years or so. Was incessant rain the only thing to blame for the serious flooding in these regions? Did the water discharged from Shenzhen Reservoir and the Hong Kong government's slack response also play a part? These questions all merit investigation.
