【明報專訊】OWING to a miscalculation of its financial budget, the Neighbourhood Advice-Action Council (NAAC) has to scale back its short-term plans massively and has to effectively lay off some of its staff. The incident has laid bare the problem of mismanagement in some social welfare organisations.
