【明報專訊】ONE "collision" has raised thousands of waves. A bus crash has exposed myriad deep-rooted problems. Bus captains who have worked long hours are unbearably tired. That potentially threatens road safety. This problem cannot possibly be solved simply by lowering the upper limit of their working hours. It is necessary to face squarely short-handedness. Those problems are interlinked. The difficulty can hardly be overcome just by taking stopgap measures. The situation must be looked at globally.
