Editorial : Short-handedness is no excuse

【明報專訊】UNITED CHRISTIAN HOSPITAL (UCH) doctors' omissions to prescribe Tang Kwai-sze (a patient) a certain medication caused her to develop acute liver failure. She subsequently had two liver transplants. The Hospital Authority (HA) has unveiled the report of the panel appointed to look into the incident and told the public what caused it. Taking the view that the two doctors in question "lacked vigilance", the panel of experts has apologised to the public on behalf of the HA. However, the report is silent as to whether the two doctors will be punished, and the panel takes the view that the event had to do with "inadequate communication" rather than a cover-up. The report gives the impression that the panel wants to exonerate the doctors who made mistakes and neglected their duties. Citizens will never accept "doctor shortage" as an "all-purpose" cause of healthcare blunders.
