【明報專訊】CHIEF EXECUTIVE Leung Chun-ying has published his last policy address, which, with 279 paragraphs and nearly 30,000 Chinese characters, is the longest since the handover. That the policy address contains as many as 182 new measures shows that the incumbent government is not resigned to being a lame-duck or caretaker government.
