【明報專訊】IT IS a good thing to build a Hong Kong Palace Museum (HKPM) in the West Kowloon Cultural District (WKCD). However, to avoid controversy, the authorities circumvented established procedures. Their announcement of the project seemed to many a "surprise attack". Therefore, the good thing has led to much misunderstanding instead of helping resolve conflicts, and the authorities have fallen into passivity. That is a shame.
