【明報專訊】BECAUSE OF Brexit and Donald Trump's being elected as US president, China has entered a "new period of strategic opportunities". It is a consensus leaders of the Communist Party of China (CPC) reached a long time ago that, this year, China must rely for its development on (1) reform, (2) opening-up and (3) risk prevention. However, as soon as the new period of strategic opportunities came, the CPC leadership changed its battle array so as to seize those opportunities. It has put forward a "three-new" policy: that China should build a new order of opening itself to the outside world, play new roles in the changing global situation and improve its new advantages in international competition. It is to seek new "three-new" breakthroughs that Xi Jinping and Li Keqiang have begun dancing respectively abroad and at home.
