Editorial : Disorder in new Legco term worse than before
立會開局亂象超上屆 難望轉型成進步助力

【明報專訊】AFTER his election as President of the Legislative Council, Andrew Leung said in his new capacity that he was in a sombre mood, lamenting that the new term of Legco "had got into such a stage". Indeed, yesterday, in the supposedly solemn legislative chamber, we saw lawmakers walking, talking and bawling as they pleased, which together with the occupation of the President Chair shows that the disorder of the new Legco term is even worse than what we have seen before. This, conceivably, will put many people in a sombre mood. The new stage of confrontation in the new Legco term makes it unlikely that Legco will be a motive force for progress. That the legislature will not be too much of an impediment to progress is the most ideal situation we can hope for.
