【明報專訊】THE GOVERNMENT has suddenly announced it has approved Hong Kong Electric Company's application to build a gas-fired generating unit (L11), which is worth $4.1 billion. In an unusual arrangement, part of that amount will be incurred over the remaining period of the Scheme of Control Agreement (SCA) now in force. The change of immediate concern to the public was announced without the slightest indication. The public was deprived of any chance to discuss the matter. That will only irk citizens and fuel suspicions that the government has joined forces with the power company to fleece them.
