【明報專訊】SINCE early July this year much of China has been disastrously inundated. Last week Hebei saw torrential rain, and landslides occurred in Qinhuangdao, which is called a "sensitive place". Its airport had to be closed and train services suspended. Qinhuangdao is sensitive because Beidaihe Beach is there. Every summer the Communist Party of China's (CPC's) elders and top leaders go to that place, where they discuss important politico-economic matters of the current year and the coming year and finally decide them.
