【明報專訊】THE TERM of this Legislative Council (Legco) expires today (July 15). But it remains uncertain whether it will consider all the bills and "have a natural demise" or "die a sudden death" for lack of a quorum. Legco's failure to discuss business basically reflects the administration's predicament, and things are very depressing. Not only do we not see a way of sorting out or easing various deep-seated contradictions, but we also see stakeholders of all sides seem so careless of Legco's degeneration as to leave it to rot.
