【明報專訊】TODAY (July 1) marks the 19th anniversary of Hong Kong's handover. Statistics show Hong Kong has since its handover maintained its prosperity and stability and has achieved some results in implementing "one country, two systems". However, changes have in recent years taken place in Hong Kong as a whole: administrative failures, developmental stagnation, uneasiness among Hong Kong people and the emergence of the "Hong Kong independence" ideology. If one looks at them from the perspective of sustained social development, one will wake up to Hong Kong's chaos refracted from the messy state of affairs. It is too early to say the implementation of "one country, two systems" is successful.
