【明報專訊】BID-RIGGING in connection with residential building maintenance projects has long been troubling many ordinary flat owners. Since bid-rigging groups operate in an organised way, ordinary owners cannot fend for themselves and are at their mercy. The government has never come up with any effective measures to curb bid-rigging. Of course this should not be taken as evidence of the government's connivance at improprieties or illegalities. The government has launched a $3.5-billion scheme called Operation Building Bright (OBB). However, judging by a study report the Competition Commission (CC) has recently released, one has reason to believe that the "beneficial" scheme has in all likelihood become a hotbed of bid-rigging.
