【明報專訊】THE Director of Audit's report reveals that Rating and Valuation Department (RVD) is careless in collecting rates. In that human factors are involved. Because of this and the fact that government departments do not fully cooperate with one another, the RVD does not collect as much money as it should from payers of rates and government rents.
