Editorial : Using government land for business purposes free of charge?

【明報專訊】ON February 22, Ming Pao reported that some government land at Wang Chau, Yuen Long, appeared to have been illegally occupied by Tsang Shu-wo, Chairman of the Ping Shan Rural Committee, for more than 20 years for the purpose of operating a car-parking business. Following this, the Lands Department confirmed that about 3.8 hectares of government land had been illegally occupied, and, taking action in March, removed the illegal structures on several plots of land. However, it should be noted that while the Lands Department says it will consider prosecuting the car park operator for their failure to clear the illegal structures before the deadline set, it also says "this does not mean action will be taken to recover unpaid rents". If the Lands Department is doing no more than this, it is neglecting its duty, and is throwing public money down the drain.
