【明報專訊】BEIJING has entered the period in which final preparations are made for lianghui (annual sessions of the National People's Congress and the Chinese People's Political Consultative Conference). This year two curtains will be raised at lianghui, for this is a kaiju year (in which a new five-year plan will begin) as well as a huanjie year (in which replacements and re-elections take place upon the expiry of terms of office against the 19th National Congress of the Communist Party of China (CPC)). If one says a kaiju year brings hopes, in a huanjie year major challenges must always be faced.
