【明報專訊】CHIEF EXECUTIVE Leung Chun-ying has published his fourth policy address. Has Leung fulfilled the promises he made in his election campaign? More than halfway through the incumbent government's term, the policy address sheds some light on this question. The public is disappointed in Leung about issues that have to do with the interests of members of the workforce. He has made too many compromises and has not had the courage to tamper with existing policies that favour vested interests. That said, the policies on innovation and technology, the backbone of this policy address, offer hopes of the creation of our city's innovation and technology industry as well as new growth areas.
