【明報專訊】ONCE AGAIN the Legislative Council (Legco) had to adjourn for lacking a quorum. It is less than three months since Legco resumed meeting, but it has had to adjourn three times. These adjournments have happened because pro-democracy lawmakers have filibustered and repeatedly called for the quorum bell.
