【明報專訊】THE CONTROVERSY over the Territory-wide System Assessment (TSA) at primary 3 has been fermenting for one month. As populism prevails and political forces have waded in, the Education Bureau has been forced to budge from its firm stance and have a task force review the matter. Furthermore, it has declared it is willing to make a major adjustment if it is impossible to change the situation in which students are drilled and make schools follow what its design is aimed at.
