【明報專訊】TOWARDS the end of last week President Xi Jinping again went to other places - to Turkey to attend a G20 summit and then to the Philippines to take part in an APEC (Asia-Pacific Economic Cooperation) summit. Premier Li Keqiang, having chaired many meetings at home, is to go next Friday to Malaysia to participate in the ASEAN (Association of Southeast Asian Nations) 10+1 and 10+3 summits. In past years, China's annual "autumn diplomacy" would have ended by this season. However, this year, China is still busy "befriending distant countries and quarrelling with its neighbours". This shows the Chinese leadership is trying to carry out its ideas about "taking into account the overall situation at home and that abroad and accordingly make plans". China has entered a new stage of "maintaining stability at home and fending off foreign disturbances".
