【明報專訊】IN a direct investigation into leaks of private pipes, the Office of The Ombudsman has identified several problems of the Water Supplies Department (WSD). It has not acted as proactively as it should have, has failed to follow up cases of leakage in accordance with established procedure, and has been reluctant to recover repair costs. Furthermore, while it remains to be established what has caused the lead contamination affair (which has troubled citizens), the WSD's inaction (an example being its connivance at the use of soldering material containing lead for so long) might conceivably have contributed to it.
