【明報專訊】THE POLICE announced that they have broken up a gang conspiring to manufacture explosives, and arrested ten men and women. They have yet to find out if the conspiracy had to do with the vote soon to be taken by the Legislative Council on the constitutional reform issue. However, there are political observers who, based on what the police have disclosed, believe that it was closely related to the reform issue, and so was fraught with political overtones.
