朝鮮展核武局勢緊張 六方會談減失控危機

【明報專訊】NORTH KOREA has recently made one big move after the other. It has released photos of submarine-launched missiles. It has claimed its nuclear striking means have been miniaturised and diversified. And it has suddenly and unilaterally cancelled United Nations secretary-general Ban Ki-moon's visit to the Kaesong Industrial Complex. It is clear from the string of events that things in North Korea have again become turbulent. It is beyond dispute that the country has now nuclear weapons. If true, its claim that it has miniaturised its nuclear striking means will be proof that it is capable of using such weapons of mass destruction. However, what worries people most is not its nuclear weapons but the unforeseeability and uncontrollability characteristic of the North Korean authorities. Six-party talks are the only remaining international mechanism for communicating with North Korea. If this door is closed, the crisis will grow even direr.
