【明報專訊】DURING their visit to Shenzhen, Secretary for Justice Rimsky Yuen, Secretary for Transport and Housing Anthony Cheung and other HKSAR officials met with mainland officials from agencies like the Hong Kong and Macao Affairs Office and discussed co-location boundary control arrangements for the Guangzhou-Shenzhen-Hong Kong Express Rail Link (XRL). It appears that the thorny issue is, at last, being tackled by the mainland and Hong Kong authorities. Co-location arrangements involve mainland officers enforcing laws in Hong Kong, and as such are a sensitive issue, not to mention the fact that the heated arguments over Hong Kong's constitutional reform have recently put mutual trust between the mainland and Hong Kong at a low. But on the other hand, such tensions will be eased if the issue is handled properly. If the central government approaches the matter by trusting Hong Kong people, the matter could be resolved, and that will be conducive to the restoration of mutual trust.
