【明報專訊】THE TRANSPORT ADVISORY COMMITTEE (TAC) has recommended twelve measures the government should consider taking to ease road traffic congestion. The government in principle agrees with the TAC. The recommended measures fall into three categories - short-term, mid-term and long-term. The TAC has recommended, inter alia, that the government raise the first registration tax by 15%; that it raise the annual licence fee; that it raise the fixed penalty charges by at least 40%; that it introduce an electronic road pricing (ERP) scheme in respect of Central after the Central-Wan Chai Bypass has been completed; and that it provide more park-and-ride (PnR) facilities. Its recommendations have provoked much discussion. Generally speaking, it seems clear from what has happened that it may not do the trick to raise charges. Nevertheless, it may be enlightening to tackle the long-standing problem with new thinking.
