【明報專訊】ON 13 April, a 73-year-old man was pushed to the ground while walking his dog at Mei Lam Estate, Sha Tin, and succumbed to his injuries after being taken to hospital. Subsequent police investigations led to the arrest on 2 May of a 30-year-old man who, as the police learned soon afterwards, was autistic and mentally retarded. Basically, the police handled the case according to their internal guidelines, which stipulate that "a mentally incapacitated person" shall have a statement taken from him in the presence of a relative, guardian, or some other person responsible for his care and custody.
