【明報專訊】IT IS AN OFFENCE TO carry out unauthorised building works (UBWs), and there is legislation against it. However, UBWs abound though they are forbidden by law. Of course, a reason why this is the case is that citizens from all strata want to have living space they should not have and would achieve their aims by unlawful means. Furthermore, the applicable legislation is not an adequate deterrence, nor are the Buildings Department's (BD's) enforcement efforts.
