【明報專訊】STANLEY NG CHAU-PEI, a Hong Kong deputy to the National People's Congress (NPC), has aroused widespread concern by suggesting that the National Security Law be applied to Hong Kong by amending a Basic Law annex. His proposal has been rejected as impractical on all sides, including heavyweights from the pro-establishment camp (such as Elsie Leung, Deputy Director of the Basic Law Committee), pan-democrats and scholars.
