【明報專訊】THE INDEPENDENT BOARD COMMITTEE established by the MTR Corporation Ltd (MTRC) to look into delays in the Express Rail Link (XRL) project has published its second report. Not only has it given the alarming warning that the likelihood of further cost overruns tops 60%, but the experts who come from the US and the UK differ vastly with the MTRC. They take the view that the likelihood of the XRL not being completed and open until after 2017 is 30%, but the MTRC has said the likelihood of it being completed on schedule without cost overruns is 90%.
