【明報專訊】SEVENTEEN DAYS into the Occupy movement, several major trunk roads on Hong Kong Island and in Kowloon are still blocked by protesters. It would of course be best if, through dialogue with the protesters, the government could peacefully resolve the situation and persuade the protesters to retire from the occupied zones. If that is impossible, the government has the responsibility to see to it that road traffic and social order are fully restored.
