【明報專訊】THE FORTIFICATION of the East Wing Forecourt of the Central Government Offices (CGO), which citizens call the Civic Square, has been completed. It took two months. The government may see for itself whether the place will be safe and free of obstructions. A three-metre-high security fence now keeps citizens out of the Forecourt. That is actually out of keeping with the spirit of the "door always open" design of the CGO, which is supposed to symbolise liberal government and social openness.
