【明報專訊】THE GOVERNMENT has suddenly decided that barriers be built around the area in front of the east-wing entrance to the government headquarters, which citizens call "Civic Square". Pan-democrats say the government has done so for fear of public gatherings and demonstrations. However, it is understandable for the government to take precautions to protect its headquarters, as citizens are growing restless, society is increasingly radical, the constitutional-reform debate is approaching a showdown, and the occupation of Central seems imminent.
