【明報專訊】YESTERDAY (March 6) at a meeting of Hong Kong deputies to the National People's Congress (NPC) Politburo Standing Committee member and NPC Standing Committee chairman Zhang Dejiang (who is in charge of Hong Kong affairs) talked about the Central People's Government's (CPG's) position on introducing universal suffrage in Hong Kong and mentioned three conditions that ought to be met in doing so. In short, the method of electing the Hong Kong Chief Executive (CE) by universal suffrage must be in keeping with the realities in the SAR, the Basic Law and the applicable NPC decisions and the aiguo-aigang (love the country, love Hong Kong) criterion. The conditions are nothing unfamiliar to Hong Kong people, as debates about the constitutional reform have been centred on them over the past twelve months.
