【明報專訊】THE GOVERNMENT has announced its decision to shelve its pilot plan of diverting traffic from the Cross-Harbour Tunnel (CHT) to the Eastern Harbour Crossing (EHC) by raising tolls on the former and cutting those on the latter. As traffic throughput at the CHT is now way above the saturation point, long queues of vehicles will continue to obstruct non-cross-harbour traffic. For that Hong Kong will continue to have to pay a heavy social cost.
