【明報專訊】UNIVERSAL SUFFRAGE is no panacea. If the Chief Executive (CE) is elected by "one man one vote" but the way in which the team of principal officials is formed and the way in which the Executive Council (Exco) operates remain as they are, so that neither will in any way be linked to any major political party controlling Legislative Council (Legco) seats, what has caused the executive-legislature confrontation will not change materially. When the honeymoon is over, the CE elected by universal suffrage will, like his three predecessors, find himself in difficulty. Therefore, if we expect the introduction of universal suffrage to lead to a totally new political situation and we want to institute a political system that will guarantee Hong Kong's lasting stability, we must at the same time consider how the administration should be made up and how it should work with Legco when Hong Kong people enjoy universal suffrage. Regrettably, the consultation document on constitutional reform is virtually silent about these issues, which have everything to do with the election of the CE by universal suffrage.
