【明報專訊】TODAY Li Fei (Deputy Secretary-General of the National People's Congress (NPC) Standing Committee and Chairman of the Basic Law Committee) and Zhang Rongshun (Vice Chairman of the Legislative Affairs Commission of the NPC Standing Committee) begin their three-day visit here. It is generally believed that their visit has to do with matters concerning the constitutional reform. As far as we know, no arrangements have been made for them to meet all the legislators or to talk about the constitutional reform with any pro-democracy legislators. It is known that the Central People's Government (CPG) differs vastly with the pro-democracy camp about it, but Li et al do not seize the opportunity to compare notes with legislators to increase mutual understanding and lower the risk of misjudgement of the situation on any part. That detracts from the positive significance of their visit.
