【明報專訊】THE THIRD PLENUM of the 18th Central Committee of the Communist Party of China (CPC) opened in Beijing the day before yesterday (November 9). At it the CPC Central Committee's draft decision on a number of important matters concerning comprehensively deepening the reform is discussed. The Xi-Li administration will for the first time show the world its reform blueprint. It will not be made public until tomorrow (November 12), when the plenum closes. However, before it opened, the central leadership had evinced perfectly clearly its determination to launch its five-pronged, all-round reform plan of promoting market economics, democracy, cultural advancement, social harmony and ecological progress. Nevertheless, the main focus of nation-wide and world-wide attention should be how China's political reform will unfold under the leadership of Xi Jinping and Li Keqiang.
