【明報專訊】THE EXECUTIVE COUNCIL (Exco) has decided to grant only two additional free-to-air TV licences. Ricky Wong, chairman of Hong Kong Television Network (HKTV), which has lost its bid, said at a press conference that he does not understand why his application has been turned down since, in terms of financial ability and commitment, programme investment strategy, and production ability and technology, his company is better qualified than the other two applicants, which have won licences.
