【明報專訊】THOUGH the government is the biggest landowner in Hong Kong, it often has to ask where land will come from. That sounds absurd, but it is a cold fact. The Long Term Housing Strategy Steering Committee recommends that, in the next decade, 470,000 residential units should be produced in the territory, but land for putting up 70,000 to 100,000 of them has yet to be found. Furthermore, the government has no idea at all how to make available the land which will be needed a decade later for economic development and the provision of housing and public facilities.
