What Mrs M and her friend are talking about and what this expression means are probably two different things. What I am thinking about is the meaning of this expression, for someone with ice in his/her veins is cold and unemotional (缺乏感情的). Essentially, he or she is - or seems to be - totally lacking (缺乏) in passion.
