【明報專訊】ACCORDING TO the government, the Executive Council's regular meeting on Tuesday was cancelled for lack of an agenda. If this is a statement of facts, it certainly does not agree with the public's perception of Exco. For with so many issues in Hong Kong requiring discussion and decision, how possibly could Exco have nothing to discuss?
