【明報專訊】IT IS an open secret that the New Territories Small House Policy has for a long time deviated from its original aim and generated fabulous profits for land developers. This paper carries a story about a small-house estate in Tai Po. According to our findings, the farmland on which 24 small houses are being built was owned by a developer before 1994, but was later subdivided and sold to 24 indigenous villagers. The villagers then applied separately for small house grants, and from 2008 to 2010 were granted building licenses by the Lands Department. The building work has not yet been completed, but already the developer has placed this small-house estate on the market for sale.
