【明報專訊】THE COMMISSION OF ENQUIRY'S report on the ferry disaster off Lamma Island, published yesterday (April 30), severely criticises the Marine Department, which kept making mistakes for more than ten years, and it is only after 39 people were killed that the mistakes have been discovered. This tragedy has highlighted the dangerous inadequacy of the government's supervision over its professional departments. As this Marine Department case is probably only the tip of the iceberg, the government must not lose sight of the whole picture and should seriously overhaul the internal supervisory mechanisms of its professional departments so that the Marine Department's malpractices may not appear in the other departments.
