【明報專訊】CHAIRMAN of the National People's Congress law committee Qiao Xiaoyang has revealed to establishmentarian legislators the central authorities' bottom line in the 2017 Chief Executive (CE) election by universal suffrage. It is now clear that the rife rumour about pre-selection is not unfounded. The nominating committee will screen out people unacceptable to the central authorities and bar them from the polls. Such an election by universal suffrage falls way short of what Hongkongers regard as a universal and equal election. It is a moot point how huge the waves will be which the constitutional reform will raise.
